The strategic planning of the Banco Central do Brasil (Central Bank of Brazil) aims to establish a focus to the institution's actions. It takes into account identified challenges and changes in the Bank's external and internal environment, as well as the guidelines issued by its senior management. The strategic planning is periodically reviewed and it starts by defining the strategic guidelines, which demands a collective effort of reflection from the institution's executives.


The strategic guidelines approved by the Board of the Banco Central do Brasil include the Bank's institutional mission, vision of the future, organizational values and strategic objectives. The strategic guidelines direct the conduction of the institution's macro processes, the definition of the projects that will ensure the feasibility of the intended strategy, the prioritization of the use of available resources. In addition, they promote improvements in management practices and incite the necessary changes in organizational culture.


The current strategic guidelines were set in March 2010, as follows:

To ensure the stability of the currency's purchasing power and a solid and efficient financial system.


Vision of the Future - 2014


The Banco Central do Brasil, due to its autonomy, quality of its products and services, ensured by its management processes, and the competence of its staff, shall be more and more acknowledged as an institution essential to financial and economic stability and indispensable to Brazil's sustainable development.


ORGANIZATIONAL VALUES

  • Ethics – to act with integrity, honesty, and probity to preserve the institutional interests and the principles that guide Public Administration;
  • Excellence – to continuously improve performance standards to meet the expectations of internal and external clients, in line with international best practices;
  • Commitment to the institution – to prioritize the institution's interests instead of the interests of individuals or groups, and to act focusing on the institution's mission, vision and strategic objectives;
  • Focus on results – to act proactively and with initiative, identifying priorities and focusing actions on what is relevant to achieve the results intended by the institution;
  • Transparency – to inform, internally and externally, about decisions on policies and procedures in an open, clear and timely manner, observing legal or strategic restrictions;
  • Social responsibility – to act having a commitment to ethics and an attitude of respect towards staff, collaborators, suppliers, partners, users, community, and government.

Strategic Objectives 2010-2014

  • To ensure the accomplishment of the inflation targets set by the Conselho Monetário Nacional (CMN, National Monetary Council).
  • To ensure the soundness and regular functioning of the national financial system.
  • To promote the efficiency of the national financial system and the population’s financial inclusion.
  • To ensure a currency supply adequate to society’s needs.
  • To improve the regulatory framework so as to fulfill the institutional mission.
  • To improve communication and relationship with internal and external stakeholders.
  • To improve the institution’s governance, structure, and management.
  • To strengthen the institution’s international insertion.

Institutional Planning and its Integration with Government Planning – Plano Plurianual (PPA)

The Plano Plurianual (PPA, Multi-Year Plan), established by the 1988 Brazilian Federal Constitution (Article 165, Paragraph 1), defines the structure of the government planning process and connects it to the budgetary process (more specifically, to the Federal General Budget - the LOA, Lei Orçamentária Federal). The PPA defines strategic directives, challenges, goals, and guidelines for government action in a four-year timeframe.


Programs are the common organizing and integrative units of the PPA and the budget. Each Program interconnects a set of government actions which are represented by projects, activities and special operations, concurring to achieve the goals and targets intended and expected by the government, aiming at solving a problem or meeting a demand posed by society. Targets are defined for actions included in the PPA. PPA programs and actions are reviewed on a yearly basis in order to prepare sector budget proposals that are the basis of the LOA.


The 2008-2011 PPA Programs conducted by the Banco Central do Brasil and the main actions linked to them, which represent the end activities of the institution, are as follows:


Program: Development of the National Financial System – Actions:


  • Supervision of the national financial system;
  • Regulation of the national financial system;
  • Organization of the national financial system;
  • Information system of the Banco Central do Brasil (Sisbacen).

Program: Management of Monetary, Foreign Exchange and Credit Policies – Actions:


  • Formulation and management of monetary, foreign exchange and credit policies;
  • Publicity of public interest.
